California Governor Gavin Newsom signed an executive order on Friday that establishes an expert group to recommend tougher safety laws for artificial intelligence. The panel has until Nov. 16 to suggest rules, including a potential emergency shutoff mechanism for advanced AI systems, though the mandate does not yet require labs to build such a tool.

The working group will evaluate requiring independent safety organizations to be embedded inside AI labs and having third parties verify risk reports and model evaluations. Newsom cited a failure by Congress and the federal government to provide leadership on AI safety and stated that the industry is begging for regulation.
