California Governor Gavin Newsom signed an executive order Friday directing an expert panel to propose safety regulations for frontier artificial intelligence models. The mandate evaluates the creation of an emergency 'kill switch' to disable advanced AI systems that exceed safety boundaries. This order accelerates a state law establishing first-in-the-nation independent oversight for AI companies by embedding third party safety monitors inside labs.
The working group will deliver recommendations by November 16, including required safety plans and risk report verification for firms such as OpenAI and Anthropic. Newsom cited a failure of leadership from President Donald Trump and Congress to justify the state-level intervention. The governor, who is viewed as a 2028 presidential contender, said the industry is requesting regulation to prevent uncontrolled AI incidents.
