Central Election Commission head Ella Pamfilova reported that distributed denial-of-service attacks targeted Russian electoral infrastructure during voting for the State Duma. More than 1,000 waves of these attacks hit the remote electronic voting system and likely came from professional, well-coordinated groups using artificial intelligence tools.

Russian officials maintained that voting continued normally during the parliamentary elections. Moscow provided no evidence linking the attacks to Ukraine as the three day polling period for the lower house concluded on September 20.
