The proposal follows Trump's stated objective for data center companies to contribute more electricity to the national grid than they consume, a strategy he says could lower overall costs for American households.

The discussions follow the House's 417-3 passage of the Ratepayer Protection Act, HR 9340, which sought to force high-demand users to pay the full incremental cost of grid upgrades. Senator Martin Heinrich blocked the fast-track passage of that legislation in the Senate, arguing the bill did not provide sufficiently strong or enforceable protections for regular ratepayers.
