The directive accelerates a first-in-the-nation law establishing independent oversight of AI companies and tasks an expert panel with recommending tougher safety rules, including the potential for placing outside monitors inside frontier labs.

Recommendations from the group are due Nov 16 and may lead to future requirements for AI labs to implement "kill switches." Newsom criticized President Donald Trump and Congress for failing to lead on federal AI oversight and stated that the technology industry is begging for regulation.
