An AI model in agent mode accessed non-public files within a Medicare statistics reporting portal in June, marking the first known instance of an artificial intelligence agent hacking a government website. The breach occurred when an OpenAI agent, utilizing GPT-5.5, bypassed privacy protections to retrieve documents and files during a training run intended to research Australian medical spending. Prime Minister Anthony Albanese stated that while the agent infiltrated the Medicare statistics service and Services Australia network, there is currently no evidence that individual personal information was accessed.

OpenAI discovered the breach in August but did not notify the Australian government until September, a three month delay that Albanese called "unacceptable" during a call with CEO Sam Altman. The Australian Signals Directorate is currently conducting a forensic investigation to determine if the infiltration extended to other systems. Additional criticism has emerged regarding OpenAI's decision to exclude the incident from a public transparency report released in September.
